The MSRI index is designed to align investment practices with the principles of Maqasid al-Shariah, which are the objectives of Islamic law. It incorporates contemporary standards of responsible investment and is grounded in the teachings of prominent Islamic scholars such as al-Ghazali and Ibn Ashur. The framework focuses on five dimensions of Maqasid: religion, life, intellect, lineage, and wealth. These dimensions are divided into primary categories. The first category pertains to wealth, emphasizing Ibn Ashur’s concept of wealth preservation. The second category addresses life, highlighting sustainability through environmental, social, and governance (ESG) factors, and includes Abu Zahrah’s concept of intellect preservation. The framework is structured around eight themes and uses 45 items to assess companies. These items include annual reports, sustainability reports, and public disclosures such as news. Companies are scored and ranked based on their alignment with these themes. The themes are classified into three categories: Shariah compliant, Maqasid al-Shariah, and ESG. This framework integrates Maqasid al-Shariah principles with responsible investment strategies, offering a value-based approach for Islamic investment policies.

Key ICM products and instruments include ṣukūk, Islamic equity, Islamic unit trusts, Islamic real estate investment trusts (REITs), Islamic exchange-traded funds (ETFs) and Islamic hedging instruments, among others. Two of the sector’s success stories are Islamic equity and ṣukūk, which have gained a phenomenal growth momentum since the 2000s, catering for the financing and investment needs of global market players and increasing the presence of Islamic finance in various jurisdictions, including leading international financial centres (IFCs) such as the United Kingdom, Hong Kong, Luxembourg and others. Many new jurisdictions have also taken noticeable steps to encourage ICM development to broaden their investor base, diversify their product offerings and raise financing for budgetary purposes or key developmental projects. The growth and expansion of the ICM have inevitably brought about new opportunities and added more dynamism in the sector. Synergies between waqf, fintech and sustainability initiatives are the latest trends that are expanding the development of the ICM further. For instance, within the Sharīʿah stock screening arena, ESG screening is being adopted as another form of business screens. On the Islamic funds front, in addition to the emergence of sustainability-focused Islamic funds, the sector has now blended ESG and waqf initiatives to develop waqf-unit trust funds, waqf-REITs and waqf-ETFs whose returns are directed towards socially impactful waqf projects. Robo advisory is another development that players are adopting within the funds’ space to tap into the unserved and underserved segments. There are also innovative solutions being proposed in the ṣukūk market. For example, blockchain technology and digital platforms are digitalising ṣukūk processes and making ṣukūk issuances faster and cheaper. The sustainability agenda is also being embraced and reflected through the issuances of green, social, sustainability or ESG ṣukūk.

The effort to realise economic growth through sustainable development is evident in Malaysia. Large organisations in Malaysia are taking the move to meet the sustainable development agenda of the country. A significant improvement is seen in Environmental, Social and Governance (ESG) Practices among Malaysian public listed companies. This is evident by the global reporting initiative framework adopted and the increase in women directors in the companies' boardroom in Malaysia. Studies have shown that increasing the quota of women directors have a significant role in improving the level of ESG practices in Malaysian public listed companies.
The implementation of sustainability management practices leads to positive consequences on enterprise risk management (ERM) implementation, corporate governance practices and firm's performance. Corporate Social Responsibility (CSR) activities implemented by many Malaysian environmental sensitive companies lead to positive consequences on Corporate Financial Performance (CFP).
From the oil & gas sector, an attractive petroleum fiscal regime has a significant influence on the tax incentive and the investment climate in Malaysia. This is necessary ambient to materialise massive scale development of CCS technology as a means to reduce CO2 emission, which contributes to global warming.
Having said the above, effort to build an environmentally sustainable society needs impactful initiatives through strategic and collaborative efforts at multiple levels. Continuous effort to create public awareness on the importance of sustainable development is relevant, overcoming the issues of conflict of interest in maintaining environmental sustainability need to permeate every level of Malaysian society. It is everyone's responsibility to ensure social justice and sustainability is not on the tightrope due to conflict of interest.
